I think it all comes down to 2 problems faced in all of the 7 Emirates of UAE.
1. They simply do not understand the term "Prompt Payments" from developers down to sub-contractors. Developers want our money for keep it in to their pockets, but contractors wants to get paid for their job, unfortunately even if the contractors get paid promptly, they ignore sub-contractors demands to make prompt payments for their sincere work done! Its like a stupid domino unnecessarily. Government or the authority cant do much because they really do not care or wish to and because they dont have anything written papers to punish those responsible.
2. Lack of professionalism! Today its all about Ok Ok Ok! What Ok chop?! Ok but never get it done. No commitments from all sides are making this a mess!
However, Ajman does far better than other Emirates for except AD & Dubai.
Sub-contractor of steel / reinforcement fixing not paid thir dues by main contractor Abu seif and hance these people stop working since to-day and this may be reason that sceduled contracting for 4rth slab is posponded till sat. 25th Oct...
Contractor bevehier is really very shaky .... they are not really value people and most important time.
Authority please do something.
Sub-contractors are not believing main contractor their trust in term of money is very low... even on very small due sub-contractors are not ready to work without gaurantee of the payment.

All of these take time! They are learning, getting educated and trained so the probability of Ajman improving is looking northward!
