Why to Pay even work in Progress !

I have a developer in Emiates city who claim that atleast he is working on tower so payment must be continued. I dont understand why these developer dont understand even if a single developer is working still what is the use, this whole EC should have been built at the same time in order to have a living community, if one or two tower is standing and rest is desert who will live there.
Developer should understand this since most of the project in EC are on hold, no one will pay even a single penny to these people. what ever is lost is lost.
But not anymore !

I doubt this will ever happen , as they (the rulers) seem to go by islamic values only as long as it arranges them. A first step would be to acknowledge that something is wrong. Even this the rulers haven't done in contrast to the rulers of Dubai and Abu Dhabi. Ajman is light years away from being a modern state.

They are all mafia.They know what is happening.They are part and parcel of the same network.They will never refund our mopney because their intention is to skin you off completely.The responsible authorities in goverment,the police,the initiators of this Ajman project,the developeers,even the ruler are somewhat involved in this big mafia racket.If not it is simple arithmetic.You cannoy honour what you promiss then return their money back.It is so simple as that .No EXCUSE .The sheik of AJMAN has enough money return our money back and keep your emirates city.
