Who's Building the EmiratesCity?

I confused who's building the emiratesCity, many people believe that Rholding is the one who gone build the whole project, Is This True?
I met a different develpers and each of them told me a different story. Some of them told me that they're one who's building their plot, others said Rholding will built :? the whole emiratecity.
any udates related this issue will appreciated.

R Holding is Master Developer

Emirates City is a Master Community of 92 Towers. R Holding have sold the plots of the individual towers except for 4 towers. R Holding who are called the Master Developers will be building everything outside of these plots in addition to the 4 towers that they are building and that includes the lake, the mall, the hotel and all the service buildings, roads, the common parkings and the landscape. The developers, who bought the individual plots will be building their individual towers. There are some plots like Paradise Lakes for which R Holding is building but it is managed by others in this case Sweet Homes.
