The main developer says The Emiratse City! :?
I am no expert on this. However, THE Emirates City seems more appropriate. As it makes it distinct from other cities of the Emirates.
It is also customary in UAE to prefix names with AL (for example Al Ain) and Al, if I am not wrong, in Arabic also means THE.
