For those developers who had the following payment plan in their Reservation Contract (also much popularized in leading newspapers)

Payment upto 50 % of the value until the projects completion,
25% upon delivery,
and the remaining 25% after handover.

How the ESCROW account would affect this plan, as 50 % payment is supposed to be after completion?
Further how the delay in the completion would defer the payment plan?
Is it true that this much publicised payment plan was a scam or a fraud?
Can ADMIN check with ARRA, the developers and the Ajman authorities
