i am glad to see your optimism, you really think if they are not registered with ARRA till 1st may then you will get refund from them?? in my humble opnion its very risky thought if they are not registered with ARRA instead of refund they will try to escape.. believe me

That was in 31 Aug 08 after pilling no work is done no contractor is appointed yet and they have not registered with ARRA so far I believe after 1st May investor will get refund from Sapphire Properties
