because there are no laws. Did you say ARRA requirements?
There are none, this thief from esskay didnt build anything yet, and ARRA thinks he is building, because ARRA themselves are not qualified or knowledgeable about the process of building. He shows them bunch of woods and concrete and they think he is building.
a joke, the whole thing is a joke. The bottom line is, esskay is the least sincere about building
