RHolding confirmed that the tower's expected completion date to be delayed further and hand over will be April 2010. I think still this is unrealistic given the performance of the contractor(they have done past 18months six car park floors). The company has not even started yet residential floor which would be 45floors and to say RHolding we are going to finish in 13months is rich. At least Star Giga came up realistic time frame given uncertainity of availibilty water and electricity infrastructure, I think star giga could manage to finish 12months time easily, but somehow some thing happened and they are not sharing with investors, hence losing investor trust. It is hard to swallow their prescription to contine paying another 24months before handover. the only chance I think we got is this system of ESCROW account which should pressure to master developer and developers, and god knows what they going to do but still it is some development and we have to wait and see.
D Row Progress - 20 Feb 09
D01 - 7th and final slab of parking will cast by 21 or 22nd Feb, I understood that within a month time we will notice per week one typical residencial floor.
D02 - 7th and final floor activities under way but casting of slab looks only after 15 days, and after that we can hope one slab per week.
D03 - After raft, main column & other activities under way, looks investor pressure is working, how long? let see.. keep calling developer
D04 - reaching to 4rth slab
D05 - still not rising, however foundation work completed
D06 - raft casting don, so its picking up slowly as rose tower
D07- Just activities started or raft foundation
C01-C05 - Looks good effort by BECON, with modified fram work now they are also casting a floor per week or 10 days c01 reached to 15 resi. floor and other are following the same pace with one floor less.
C06-C09 - Good news, I have noticed some movements on upwords, no new floors but activity can be notice which was stand still since last sept/ Oct. 2008
C08 - Reached to 16th resi. floor
C09 - It looks parking floors (4) about to completion.... I personally impressed with the progress of C09.
Since when I reached its become very dark and not much lights surrounding due to Friday I can't see much other than above, I am very sorry if your project not covered above.
R Holding - Now its looks that R-Holding projects are progressing, but again the contractor(s), BECON or Abu Seif if they will not pay regularly to their subcontractor regularly, if they don't pay to their workers regularly then the pace of project will slow down.
So if authorities value our comments, please keep tight the rope of your contractor and be sure your real hands ( Sub contractors / workers) are paid on regular basis, any break on work will not only lead us more delay but control on delay will not be possible in future.
News - heard that there will be some problem with Dubai Tower contractor, working with BSEL towers pearl and others, looks there due to some reason work may held in coming days, Investor with BSEL requested to please try to get the news from develepor.

thank you very much as usuall for letting us know what is going on over there. looks Rholding is getting serious and they told me through email that they taking seriously once for all and will take corrective measures towords the issue of meeting the deadline April 2010 and that they will speed up lillies and lavender and hopfully will see good progress. I hope what they write matches the actions of Abu seif.

Till today (7 March 2009) Not a single residential floor has been casted for both the tower -
D01 - First residential floor may cast in next 7 days
D02 - Final parking slab may cast in next 7-10 days
No improvement at all rather now reduced working hours ( 7AM-5PM), No overtime and no work during night hours, looks R holding, supporting Abou seif for non performing attitude, Why we don't know, write to R holding request them let they tell us what actually they want and are they going to just there to collect our money or they have other responsibility towards poor investor.

April 2010, is impossible... as even they cast a slab per week then also they need 44 weeks and in between, summer working restriction ( Mid day break), Ramadan & other holidays will lead not less then 52 weeks if they are really serious and comitted to complete the project.
So with 52 weeks which may only start at end of the March, so by March 2010 we can see only construction then after even they go along with the finishing work, it will take minimum 6 - 8 months to complete the building in term of internal and external finishing, Curtain wall (Outer Glass wall) will take not less than 6 months.
So from March 2009, if they put all their efforts with a contractor (Not to forget, who has delivered 6 parking floors in 20 months), in professional way 2 years required.
R- Holding still hiding the truth or they not aware the real pace of building construction.
We can always hope for the best.
Update-D01 & D02, 31Mar09
D01 - 2nd Residential slab scheduled on 1st April 2009, its 15-16 days since previous slab
D02 - Podium floor casting under progress 8th slab casting after 68 days.
We may see some considerable progress in coming months, but from July to Sept the progress will sink due to hot weather and govt. rules of mid day break.

D01 - Completed 10th slab means 20% structure work completed ( 10th slab casted on 17th April, after 16 days)
D02 - Poor progress continue, struglling for first residential slab, will take further 7 days means 30 odd days.

D01 & D02 -10 May 2009
With all effort of R Holding and Contractor they could not achieve respective slab of D01 & D02 in seven days, Its casting today which is again 10th day from the previous slab, This time it was looked very controlled approach in first two days that contractor with able sub contractor will achieve 7 days cycle but delayed accursed once again.
D01 - 14th slab casting under progress on 10 - May - 2009. (G+6P+PO+6R)
D02 - 11th slab casting under progress on 10 - May - 2009. (G+6P+PO+3R)
Work is going parallel for both Lavender & Lilies and currently Lavender is advanced with three slabs it not that big issue issues which has required immediate attention from the Developer and Consultant that they have to instruct Contractor to start stair case immediately without disturbing the people/ team of slab casting and core wall casting otherwise these people again back on 1 slab per month.
Since there is so approach to come down from the working height other than electrical construction hoist and during emergency if this hoist fail it will be danger to the workers / Engineers to escape from the higher floors.
Even I am afraid that inspector / engineer from Municipality may hold the work till staircase not being constructed at any stage of rapid construction and that halt will again stop the smooth sailing of construction.
Secondly in Lilies tower the block work and plastering is totally stopped since long, since now slabs are being casted regularly they may fall behind on the finishing target if not regularly being construction.
The wall curtain (Glass on the outer wall) can be start once block work of outer wall finishes till 50th floor and as per my experience it will take not less than 6 months, so six months only start after block work finishes till 50th floor means even if we reach by slab casting to 50th floor and block work reach only 25th floor curtain wall (Glass) fixing contractor have to wait till block work not reach till 50th floor.
So if they delay on the block work it will only delay the project today its look that no worry for this delay but it will be aggravated at later stage as we already faced since the project start.

Non-performance (D01, D02)
After a good progress notice since last 30 days end now, the problem between Contractor Abou seif and workers erupts again and resulting the 10 days cycle of slab casting delayed.
Developer R Holding has no control over the contractor as poor show continue, Developer act seems only as cash collecting counter NO RESPONSIBILITY and when you ask them the poor unknown customer care staff give you the rosy pictures.
By ever passing day R Holding eroded their image and prestige in the market, and they themselves responsible for the same.
I was thinking that with the speed the subcontractor may achieve 7 day cycle but how some one leave their habit so easily.
"POOR BUYER" your completion is only possible in 2012 with the same set up, and your Developer has very slippery skin, No professionalism and No Emotion

Thank you for the update, what is the dispute between them, is it over pay, sefety, over time or some thing else?, we are one day over their 10day/slab cycle(14th slap was casted 10/6/09 and 11th slap for D1 and D2). Looks same old story. We being there for the last 2 and half years.

Let me comments about some of the points you mentioned in your above posted comments:
- ("POOR BUYER" your completion is only possible in 2012 with the same set up): I really doubt any Tower in E.C. will be completed in 2012.
- (Developer act seems only as cash collecting counter NO RESPONSIBILITY): Last year I was in the construction site of one of the towers in E.C. and the engineer who represents the developer was a 25 years old Egyptian engineer with no experience, How he will supervise a construction of a high rise building with 30 floors and supervise also the work of a contractor’s project manager has 20 years in construction!!
- (By ever passing day R Holding eroded their image and prestige in the market): Do you really think R Holding ever cared about it’s image?!, it cares only about how much and fast collecting money as it can.
Ajman was jealous from Dubai, She ware address much longer than her, she tried to walk and felled down and crushed the poor investors under her.
Over time and less payment
Deducted payment of workers from monthly salary, lake of facilities and overtime payment even after hard work under sun, create very much dissatisfaction among the workers and the out put from them is decreasing day by day.
D01 - 15th slab casting under progress on 22 nd which is 12 days from the previous slab.
As I mentioned above D02 yet not completed for the inspection, as unsupported and demotivated labours.
No progress on stair case and block work and plastering.
Dear Hamad you are right R holding has never acted as a responsible and mature developer, and established them selves only as cash counter without any answerable to the associated investors. I don't think from the associated investor will recommend any others to do any kind of business with onerable R Holding.
D02 - 12th slab
Lilies tower 12th slab is casting today subject to availability of workers, since Contractor not paying the appropriate over time, I have seen that engineer and Foreman were literally rubbing their nose in front workers and promising ( must be faulty) to pay the over time.
With this 12th slab 23.5% of structure work completed remember the structure work is considered 40% of total project so over all project reached to only 9.4%.
So after 24 months of stay of this contractor and developer team supported by Consultant ( Abou seif + R Holding + Adanan Saffirani) achieved less than 10% progress.
Hope the information will be useful for our trusted investor / end user.
One positive news is the plastering team is back and work has began now.
What about payment
they are continuously asking for payment. As per understanding and agreement , 40% of total price i.e. AED 128,000 were required to pay before completion and remaining 60% upon and after completion. So far progress of construction completion with respect to only structure is only 24% ( 12 floor /50 floors). In this respect, if some body has paid 32000 (10% of total price) and one year installment payment approx. 30,000/=; total is 62000 /128000= 48.44% against constuction status 24%. However, I have paid installments for the period over one year
But continuously influence for additional payments otherwise threat to cancel the . i strongly believe they wont be able to deliever June 2011

I was speaking to one of the staff at the site.
Confirmed 11 slabs (floors ) have been installed. which means they are building at a pace of 2.5 -3 slabs per month.
It seems they are targeting 4 slabs per month very soon. So things dont look so gloomy as we think. I do beleive .......Best is yet to come
D01 & D02 - 4th July
D01 - Lavender tower 16th slab (15 floors out of 51 floors) casted on 1st July which is 9 days from previous slab.
D02 - Lilies tower, poor progress cont., its laking behind the lavender tower, mostly tomorrow its 13th slab going to cast which will be 12 days again from the previous one.
Its showing no sign to improve to 4 slabs per month, rather its reducing to two and not even three, how long we have to wait for best performance from the contractor.
R holding is proving them again and again only responsible for collecting the money and thretning the people for cenceletion incase not paying / fill their pockets on under performed progress. (No shame on the face)

Currently I am looking at investing in a unit in Lillies tower, fully knowing that the delivery date will be approx 2014.
I visited the site 26th June, and saw that they had approx 12 floors completed, and that cement was currently being poured (although not many bodies / people working on the particular tower).
I know that it was due to be delivered already, but at the current dates they are giving 2014 is not unreasonable (from a new investor point of view). Does anyone have more current info in regards to electricity etc moving forward with an estimated timeline of 2014? I know there is nothing currently available, and that existing investors are upset, but taking this as a fresh look, maybe as 2015/2016 as a reasonable for the place not to be a building site and to have electricity / some towers completed and some infrastructure in place?

I am a new to the site, my little brother had all his savings paid as a down payment to obtain a lot in Lilies tower more than a year ago. Since then, i am paying his instalements since he is outside the gulf area with not enough encome. It is hard for us as we are both have other liabilities, me being a mom and him starting a new career in a foreign country.
We were hoping to recieve the flat soon to rent it so it pays its instalement, but things went wrong as i see. I am not with much experience in investments, nevertheless in realestates. My prother is worse.
Should i continue paying - while struggling - or should i sell. If i wanted to sell, will I (at least) get what i have paid up to now back?
I feel lost and worried and need to know what should i do. I would welcome any sincere advise.
