Dwarish, your observation is good, but what we should know is that does it really affect the reinforcement. Are you a civil engineer by profession? I think a professional would be in a better position to comment on this. I see the same type of uncovered reinforcements on a construction site right next to my office building in Bur Dubai. I might be wrong but i still insist that a civil engineer comment on this.
Please re-call, the quality issue... this picture will tell the truch that how contractor cover the exposed steel which is not seen at any level / any plot of The Emirates City.
Surely your concern are very valid, that no due care is taken to protect the steel in the Emirate Project
as it is clearly visible in your photo illustrtion of some other project in Dubai.
We have to start as per your suggestion representation to the master developers to convey all our grievences with one voice as rightly suggested by Djamel.
Let us have some of yours and all the members of forums thoughts to take this further.

COVERING STEEL WITH A PLASTIC ARE TWO REASON IN MY OPIONIO ONE IS COVER WITH RUST OR IT COVERS FOR SAFETY SO THAT IT WOULD NOT BE EXPOSED
OR SOEM TIME IN ORDER TO COVER OR HIDE THE RUSTED PORTION FROM CONSULTANT AS WELL :(
