Best Emirates a division of Chapal World has collected more than 7 billions of Dhs from investors and buyers for their up coming projects like Chapal The Glory, Chapal The Harmony, Chapal The Destiny, Emirates Lake Towers, Chapal The Legacy, Chapal The Presidency, Chapal Corals, Chapal Dunes, Chapal Signatue, Chapal Tropicals etc. Out of which only Chapal Glory and Chapal Harymony is slowly has started and only two floors has risen out of 50 floors after rising the car parking for the payments which were started before 1 year. However due to current financikal crisis the project are got even slower causing panic among buyers. Most of the buyers in Glory and Harmony has paid more that 40 % on the total value of their respective units since the projects based on their monthly payment and quarterly payment plan (with 90 % accuracy)

For chapal management this is very important and essential to keep the confidence and morale of the buyers for regular payments so that contructions will go smoothly to the completion.

Apparently to build confidence Chapal group [Mr. Ahmed Chapal] must call for open house meeting between the buyers/investors and the management of chapal group on the following points. I saw many buyers saying on the blogs that they stop making payment as they lost confidence with the builders which is not a good sign.

Almost all buyers and investors need to clarify the following points from Chapal Management

1. Construction based payment plan in addition to monthly payment plan based on the completion date.
2. Expected completion date - Refined dates.
3. Water and Electricity in Emirates City and what steps Builders has taken so far since there is no sign of Ajman water authority for setting up power plant for supply of water and electricity for residences of Emirates City in near future.
4. When the other projects expected to start.

I hope management of Chapal will consider very seriously look into this to have a open house meeting with buyers/investors and clarify their stand.

other developers should do this too

Ideally all other developers must follow these , but we are not in position to pressurise them until we apeal to ajman government land authority that we all investors are in trouble because developers have trapped us in a mess so they must come out with new law asap and meanwhile keep a close monitorin so developers should not think of backoff or go away with investor's money.

Untill this blog reaches Mr. Ahmed Chapal to call the investors and buyers for a Open House meeting otherwise sooner or later we can assume all investors money is gone is wind.

Chapal Escrow account

Good posting, Abdul Kareem, and good suggestions. I would like to add here that we must get Chapal Escrow Account number -registered with ARRA- for each and specific project so buyer can pay directly to the account . Otherwise, each of us should log a complain to ARRA in Ajman; because all developers are required by law to have such account by the first quarter of 2009.

Does any body know if Chapal has opened such account?

Dear Friends

Finally, Chapal have responded to my enquiry about ESCROW account after informing them that I will not make any more payment directly to them unless and until they give me full details of the ESCROW account for the Project of my two units flats. This is what I received, today 17th May, 2009, from them and I re-produce it as it is for you.

Dear Friends,

Referring to Abdul Karim's blog, is there any update on the construction based payment because they have opened the Escrow accounts for each project but there is no slow down in the payments. I have personally visited the Emirates City site and the construction is not even half way wherein I have paid that much. I request everyone to input their views on the same.

Stand Still

I have visited the site several times within the last 4 months the most recent visit was last week 12th November and there is NOTHING, absolutely nothing going on at all Chapal four projects. Everything is on standing still; There are no workers to be seen around except about 4 idle people all of whom are just labourers. The project engineer of Chapal at the temporary office, introduced himself by the name of Athar, said that the project has been delayed and would probably finished at the end of 2012!

I went with an architect who has been in Dubai for 28 years running his own company in real estates and construction supervision and consultancy and after looking around at all projects he concluded that even 2012 is a dream! He estimates that, with the current speed, they will need more than 5 more years to finish. That is the situation on the ground, folks.

I will urge all who can visit the site for themselves to do so and do not accept being fooled by those general photographs on the website of Chapal which are misleading as they include photos of other buildings which do not belong to them. Visit the site personally and make up your own mind.

i was there in august. whilst at that point things were dead, they have been picking up (slowly) since after ramadhan

chapal has website, where every few weeks they have pics taken of on going construction. whilst not all 4 are being done at same time, i do notice some progress is being made.

I was there tooooooo several times

I was there September, October and November. The last time I was there was a week ago, and all along I noticed no progress at all! I even raised the issue with the site engineer of Chapal and he admitted that things are going pretty slowly at the moment!

Photos on the website of Chapal are disingenuously misleading! The photos have\had been taken not only to comprise and contain other projects in the vicinity, but also to show the progress from different angels which could easily be interpreted by as whoever not familiar with the Chapal projects or not familiar with the site itself as showing progress on Chapal projects, which is not the case.

As I have said in my previous mails that I have visited the site several times, three times within the last three months, the last time I was there was in November two days before the EID and there was nothing going on. Other projects around the site yes, there are some activities, but not on the Chapal 4 projects.

Musafir you say you were there in August. It will be better for you to go there NOW and see if there is\was any progress at all.

Chapal Glory Construction Updates Needed

Does anybody know of the construction updates of Glory Project? Chapal is asking us to pay installments when we are not aware of any updates. Pictures are not convincing...We are not even sure if the pics are genuine.

How is the financial health of the Chapal Group in general? Another group has recently fled Ajman after not being able to make payments...

In hindsight after perusing

In hindsight after perusing the photos on chapal website and specifically for chapal legacy, it does appear, nothings been done, and either my reading of the photos are inaccurate, or they are clearly misleading, and false dates !

recent date stamps, with workers on site, for work which appears very little progress (some may argue not at all) in last 6-10 months !!!

as for not completing on time. i would demand chapal give compensation for any delays in completing on their part, beyond the completion date.

we will be loosing rental money, for each day/week/month that we are are suffering by chapals failure to fulfill their contractual obligations to investors !!

why should we be made to suffer, for their failures in not fullfilling their contractual obligations !!!

it is wrong immoral, and clearly illegal and breach of contract, by them failing to complete on time !

time is of the essence and the agreement clearly states for each investor Chapals deadling for completion !

Chapal projects at Emirates City, Ajman 17th May 2010

Today, after almost 5 months of my last personal visit to the site above, I paid a personal visit to the Emirates City, in Ajman, to check with my own eyes the progress of The Harmony project, where I had bought two units and for which I have been paying my instalments regularly. The last instalment was paid last month, which falls within the new timetable provided by Chapal towards the end of last year.

In December, when I visited the site, I noticed very little if any activity at all on the site. Almost everything was at stand still, and this was not only for the Chapal projects, but also for almost ALL projects on the site. I reported then that there were very very few workers at Chapal, whose number could have not been more than 10 people all over.

In December, too, there were only two buildings which were visible and in a very slow process: they were The Glory and The Harmony. The rest were almost nil; only pilings on the ground. The Glory building reached Podium stage; all parking floors were completed, and the Podium, itself, was on stand still.

The Harmony had around 4 parking floors completed and they were on the 5th floor; but again, apart from woods and irons, the work stood stand still on the 5th car floor.

That was the situation on December 2009.

Today, May 17th, 2010, I can report the following progress.

The Glory: All car parking floors have been completed, together with the Podium, plus 3 more stories. The work is on the 4th floor, above the Podium. That is a big improvement. Those who have invested on this building can breath an air of relief knowing that the construction is going on, even if it is not on 100mh. Nevertheless, there is a steady progress; bearing in mind that the hardest construction is the bottom 7 floor; which have been completed.

The Harmony: All car parking floors (around 6 floors) have been completed and the work now at the Podium stage; where all wooden panels are in place waiting for the iron steel to be woven and then pour in concrete floor. Again, this is a big achievement and remarkable progress. As above, one the Podium is completed, the next work will be less and less demanding. Again, good progress.

The two remaining projects, i.e. The Residence and the last one which I do not remember the name, are also showing progress. The Residence has reached beyond pilings, a couple of car parking floor have been completed. The last project has its piling up and the work is again going on, albeit slow.

In short, there is a progress in all 4 projects of Chapal at the Emirates City. I can further say that, Chapal appears to be the only Developer on the Site, who's work is visibly in progress. All othr developers appear to be very quiet and other are not to be seen on the site: Gone! God knows who will start working soon and who will come back. This is from my own observation and also from some comments I had from those on the site, working there.

I urge and encourage those who have invested in the Chapal projects at the Emirates City to go there physically and pay a visit and inspection of their project so as to see for themselves the kind of progress which has been made. If you cannot go there yourself, but have a friend or a relative in the UAE, do ask him or her to go there personally on your behlaf and make a personal inspection. Chapal's man, at the site is At-har Ali, site engineer. He is very helpful and kind person; he will answer all your questions and even escort you personally to the building of your choice and show you around. Very good man. He has even informed me that Chapal has now applied for a permission to employ workers during the night so as to speed up the work and also to make make up the lost hours during the Summer, where workers are not supposed to work all day during the summer due to the heat. They are waitng for the permission. Once they get that, they will start deploying people to work at night as well.

To conclude, I can happily say that I am fairly satisfied with the progress of my project, The Harmony, and quite happy to continue paying my re-scheduled instalments on time; unless and until I notice otherwise!

Very good report and thank

Very good report and thank you for this. What is shocking is that Chapal seems to be more present in EC than the master developer R-Holding. R-holding 's CEO is the youngest son of the sheikh. Don't tell me the sheikh of Ajman is not aware of what is going on in his small Emirate.
At the end of the day we are all at the mercy of R-Holding, since they are the ones to build the infrastructure. A finished Chapal building will be no good in the middle of chaos without roads, streets, power and water.

Poor report - Chapal projects

Please note that Chapal projects within the emirates city is among the worst project till today progressed, there is no out put since last one year the people who bought in 2007 is crying I really don't know if they are still paying or chapal is demanding the money.

This project must reached to 20+ floors if even its progressed along with D01 and D02, Chapal projects can't be finished at any cost before end of 2012, mid 2013.

Really surprised with Dr. A. Shareef report as he must have just swapped the unit and he must have noticed of some workers working on that tower but if this project required to complete minimum 300 workers required for each tower then they can complete by 2012 end.

I request Dr. Shareef please visit the gallary section of this web site to see and compare the past progress since 2007.

I visited the SITE itself not the Galary.

Let me make clear two things.

First, I have never swapped units with any one. I am one of the original buyers of 2 units at The Harmony since 2007, march. Therefore, I am more concerned with my own investment as anybody else would be with Chapal, in particular. As a result, I have been making regular visits to the SITE, personally, for my own sake. I have been critical of Chapal and will continue to be so, but objectively and rationally. I did stop paying to directly to Chapal, last year, and demanded them to give me the ESCROW account number, once opened, and to provide me with progress details for the building (The Harmony), together with appropriate timetable for new payments. When they did so, I re-checked the progress and started to pay directly to the ESCROW account. This is what I have been doing ever since.

Secondly, I do not need to convince anybody, but myself first and foremost. When I do that and find the results, positive or negative, I do share with others who may be in a similar situation with Chapal. I do this, because I do believe that there are some investors, with Chapal, who are not in a position, like myself, to pay a visit, personally, to the site in order to inspect the progress. That is MY contribution and help to those who cannot visit the site for themselves.

But for those who are in a position to do so, perhaps you are one of them, DO GO THERE AND VISIT THE SITE YOURSELF, and judge for YOURSELF. You can, if you want to, share your findings with others here on the net. But that will be your choice and your judgement, based on your own findings; and NOT based on assumption or pure emotions.

I do not have nor will I ever have to defend or condemn Chapal, or anybody else, unjustly. I may dislike the "devil", but for God's sake, I must give him his right.

You sound like a cheerleader for chapal!!!! I have booked 2 units at presidency since 2007..... After 60% payment, what I see is one parking floor.....and this is not from web, I drove there yesterday.... Shame on chapal......

If you had taken a little trouble and read my personal report of 17th May, you WOULD have been able to appreciate my report on THE RESIDENCY. But you did not! If you did, then you did not understand what I said on The Residency, at all.

We all understood that you are the proud owner of Chapal project, I just want to request you that if you are really an investor since 2007 that you must knowing about your project much better than me.

dr Shareef, what progress is there on the last chapal project which is called chapal legacy.

i note you report with some surprise. whilst i cannot comment on the first 2 chapal projects (as i have not been paying much attention to them)

the final one legacy appears at standstill for the last 12 months.

chapals website is extremely misleading. they post regular pictures of workers on site on chapal legacy, yet even there most recent post on 15 may 2010, shows that they do not even have a single roof on from foundation level, let alone a single parking floor.

since last 12 months, they have had foundations in place, and structure. next step is first roof (for 1st floor carpark roof). yet nothing appears done in all this time.

i feel pity for those poor labourers for chapal, who have been working day and night for chapal legacy in 12 months, they have not been able to even get one roof on the project. perhaps they all faint and go into coma for 7 days when chapal camerman flashes picture of them working. then they come out of coma five minutes before his next visit the following week.

or perhaps chapal has done nothing since last 12 months, and took 100 or so photographs 12 months ago, but in small portions posts them on their website now with recent date stamps saying progress made.

i know from my own site visit in july 2009 to emirates city, there has been no progress on chapal legacy which is apparent in their most recent photographs on their website dated 15/5/2010.

perhaps you can kindly elaborate to me, what you had observed of progress from your decemeber 2009 visit and present visit on the progress of the last chapal project legacy?

(am glad your observations are there is some progress on the first 2 projects, shows at least chapal is doing something and not run off, if correct, and so expections of them eventually doing something for 3rd project PRESIDENCY and 4th and final project LEGACY).
