I should pay many broker's commissions and expenses by every bank transfer for my installments. Is it possible to open an online banking account in UAE?? If yes, what should I do?

No Arian, UAE banks do not allow for online accounts. However, if it happens that sometime you come to the UAE for a visit, you can then open a chequing account which is allowed for non-residents. The banks require a copy of your passport showing that you are in Dubai as well as that your signature has to be witnessed by a bank official. AFter that you can do all your transactions through the net as internet banking facilities exist in most of the local banks.

Meanwhile i had contacted to some banks of uae for this matter, but they said they don't open an account for non-residents!? :(

It is not easy if you are non-resident with visit visa only, you need to convince the management of the bank that you paying installment each month to a company and show them you documentation such as the contract or any documents you have from the company. once accepted you can opt for cash point card and internet banking. If you can get someone which has an account with bank that also helps as introduction. Do not give up as their regulations differ from one bank to the other.
You are right, not all banks open accounts for non-residents. One of the banks that do so is Emirates Bank. I enclosed their web page. You should enquire for saving accounts. They do have good internet banking.
