ARRA Escrow Accounts

Even if the money is in escrow account, I do nto think the intention of ARRA is to return it back to the investors.
Pretty much, I assume they work out some time of swap option in which the investor might land up paying good money to recover the bad one.
So do not trust untill the money is back in your account, for now looks like a dream to get the money back, hope this dream comes true.

SWAP

Just my personal opinion, SWAP is not a option for investors. The investor might lose more money by paying the through the swap deal & installments but at the end of the day, he might not get the unit at current market price or possible my never get the possession as the swaped property project by stall as well after getting investors money.
This is just one more option being used to make investors pay what ever they can
